Finance & Administration

The mission of the Finance Department is to provide professional support to the City Manager and Staff in making fiscal and organizational decisions necessary to plan and implement the optimum use of City resources and provide external stakeholders with reports that demonstrate fiscal accountability in accordance with the United States Generally Accepted Accounting Principles.

The Finance & Administration Department insures the City of Newberry handles its money wisely, efficiently and transparently by closely watching over revenue received (through taxes and fees, for example) and spent by the various departments and divisions as they provide services. The department also invests city funds not slated for immediate use, so they produce the best and safest possible returns and manages the debt portfolio to achieve the lowest cost of borrowing. The department oversees several administrative functions that support the City's daily operations.

The Director of the Finance & Administration Department is also the city's Chief Financial Officer (CFO).

The department is supported by the following divisions:

Finance and Accounting keeps track of the City’s revenue and expenses, controls the flow of money in and out of the city's accounts, and oversees the bidding and purchasing process for everything the city buys, leases or rents. Finance also prepares budgets and publishes budget documents and keeps spending in line with budgets through an extensive general accounting system.

Billing & Customer Service is responsible for providing excellent, world-class, service to all the City’s many customers. The Customer Service Division is committed to providing a consistent, accurate response to each customer need in a prompt and timely manner, at all times serving with courtesy, honesty and fairness. Customer Service generates the monthly utility bills for City services (Electric, Water, Wastewater, Solid Waste, and Mosquito Control)

Human Resources updates rules and regulations and maintains personnel records and detailed job descriptions for each position. It administers employee development, training, and retraining programs and analyzes compensation, benefits and other issues to help the city stay competitive. It also administers labor relations and employee benefit programs and is responsible for procuring all employee benefit programs, such as health and life insurance. Human Resources also manages safety and insurance programs.

Information Technologies Division supports technology needs for the City including applications, websites, networks, and telephones.

Public Relations and Information is responsible for overseeing the execution and monitoring of communications efforts by establishing messages and procedures and utilizing vehicles and mediums that increase public awareness and understanding.
